Elect Councilmember David Allbritton to serve as Vice Mayor. (consent)

SUMMARY:
The city charter requires the City Council to elect one of its members as Vice Mayor at the first meeting in April.
Per City Council Rule 5, the office of Vice Mayor shall be rotated amongst the councilmembers annually, with Seat 4 (Councilmember Allbritton) serving in this capacity in 2024.
Council may follow the rotation schedule as designated or appoint another councilmember.
At the April 1 work session, there was council consensus to elect Councilmember Allbritton to serve as Vice Mayor.
