SUMMARY: 

On January 2, 2024, Procurement Issued ITB 10-24, Pump, Transport and Dispose of Leachate and two responsive and responsible bids were received.  Safety-Kleen Systems, Inc., was the lowest responsive and responsible bidder in accordance with the bid specifications.    Pricing was based on estimated weekly usage of 3,500 gallons, with a minimum of 1,000 gallons collected in a single load.

The Florida Department of Environmental Protection (FDEP) requires all liquid waste (Leachate) created at the City of Clearwater Transfer Station to be collected in a closed system. The leachate flows from the Transfer Station’s tipping floor and the Transfer Station’s truck tunnel into a holding tank. The holding tank requires regular pumping, and the leachate requires proper disposal at a FDEP registered processing facility. The contract purchase order with Safety-Kleen Systems, Inc., of Norwell, MA, enables the City of Clearwater to comply with FDEP at the lowest qualified price.

 

APPROPRIATION CODE AND AMOUNT:

Funds are available as part of the FY 2023/2024 operating budget of the Solid Waste Fund and will also be included in the proposed FY 2024/2025 operating budget of the Solid Waste Fund.

Funds are available in cost code 4242084-530300, Contractual Services, to fund this contract.
