Request adoption of the amendments to the Downtown Development Board Bylaws and adopt resolution 20-05.

SUMMARY:
The purpose of this item is to request the DDB adopted Resolution 20-05 to approve amendments to the Board’s Bylaws. The Downtown Development Board members held two work sessions, December 11, 2019 and February 5, 2020, to discuss changes to the current Bylaws. The proposed amendments clarify and update the DDB’s operations including the election process, financial authority and coordination with the ordinance amendments adopted by the DDB in 2019. The Bylaws work in coordination with the ordinance and other adopted policies and procedures.
The ordinance that governs the DDB is part of the City of Clearwater’s city code. Any changes to the city code must be approved by the City Council. The City Council will consider the recommended changes to the DDB’s ordinance at their regular meeting on October 14, 2020. Approval of the Bylaw amendments are contingent upon adoption of the proposed changes to City Ordinance 6394-99 (DDB ordinance) by City Council.
