(Stantec), for the Water and Sewer, Stormwater, and Solid Waste and Recycling utilities, for a not-to-exceed amount of $370,000, and authorize the appropriate officials to execute same. (consent)

SUMMARY: 

Stantec was selected to provide rate study services as the top-rated consultant of four firms responding to RFP 14-20.

 

The five-year contract includes plans for eight major and six interim rate studies, as detailed on the not-to-exceed budget. The schedule for the rate studies is an estimate and may vary with the planned issuance of utility revenue bonds and other factors. The contract price is all inclusive including travel costs. An additional $29,345 for hourly consulting services, on an as-needed basis, is included in the not-to-exceed amount.

 

Major rate studies include one-on-one interactive presentations to Council members and recommendations for rate adjustments as necessary. Interim studies are primarily to compare actual operating results to the last major rate study and identify any significant changes that could impact future rates or debt issuances.

 

Stantec (previously Burton & Associates) has been providing rate study services to the City from the late 1990’s to present. Their knowledge of the utility industry and rate systems is extensive and they have provided prompt and professional services to the City.
