Approve a one-year Service Agreement between the American Red Cross and the City of Clearwater for Aquatic Examiner Services to provide assessments for lifeguard operations at the Long Center to ensure the highest level of standards and safety for patrons and lifeguards for an estimated cost not to exceed $4,000 and authorize the appropriate officials to execute same. (consent)

SUMMARY:
The American Red Cross will provide two visits at the Long Center. The initial visit will consist of the Lifeguarding Operations Assessment with a facility tour, written report, along with testing and observation of a small group of lifeguards. The second visit will include a “Facility QuickChek,” along with observation and testing of lifeguards.
On November 15, 2018, City Council approved a three-year Agreement between the City and American Red Cross to provide training and curriculum in first aid care, emergency response, swim instruction, and lifeguarding for city employees and members of the public.
Not included in this Agreement was a separate service for the American Red Cross that provides for an Aquatic Examiner Service to assess and assure the public that lifeguarding operations at the Long Center meet the highest standards possible.
This training is crucial to Parks and Recreation to ensure that policies, procedures, protocols, emergency actions plans, lifeguard safety and rescue equipment are available.
Due to the American Red Cross standard indemnification provision, city legal staff recommended that it come to City Council for approval.
The total estimated cost for the service is approximately $4000.
