Approve a License Agreement between the School Board of Pinellas County (Board) and the City of Clearwater (City) providing for the use of Jack Russell Stadium for Clearwater High School Baseball, the use of Eddie C. Moore Softball Complex for Clearwater High School Softball and authorize the appropriate officials to execute same. (consent)

SUMMARY:
The Board and Clearwater High School desire to improve their baseball and softball programs and to provide improvements to city facilities, most notably Jack Russell Stadium locker room facilities.
The City has made several improvements over the last three years to the Jack Russell Stadium Complex. The improvements include renovation of restrooms and batting tunnels, painting of structures, and installation of stadium bleachers. The City is currently renovating the turf practice field east of the Stadium.
The Board and several other donors have partnered with the City to make improvements to the locker room located on the third base side of Jack Russell Stadium, for use by Clearwater High School Baseball Team.
This Agreement will allow the Board second priority for use of Jack Russell Stadium while working in good faith with St. Petersburg College (SPC) Baseball Team and the City’s sports tourism initiatives. In addition, the Board will have use of E.C. Moore Softball Complex for games and practices for the Clearwater High Softball Team when their field on campus is unavailable.
The Board will contribute $50,000 to the cost of the improvements and renovations already completed to the locker room facilities.
The initial term of the Agreement is for 15 years with the possibility of ten one-year Agreements thereafter. If during the first 15 years the City elects to terminate the Agreement, the City will reimburse the Board a pro rata share of the $50,000 based on the number of years left in the Agreement.
The Board and or Clearwater High School will reimburse the City for all direct expenses associated with their facility usages, i.e. field lighting, utility charges, staff, and field maintenance.
