Approve Supplemental One work order to Engineer of Record (EOR) Jones Edmunds and Associates for the East Water Reclamation Facility (WRF) Biochemical Oxygen Demand (BOD) Spikes Investigation Phase 2 (17-0034-UT) in the amount of $115,000 and authorize the appropriate officials to execute same. (consent)

SUMMARY: 

The East WRF has been experiencing random exceedances of BOD in its effluent. August 30, 2017, the City Engineer approved a work order to Jones Edmunds for an Investigation of East WRF Effluent BOD Spikes in accordance with the Florida Department of Environmental Protection (FDEP) approved plan of study (POS). The work included analyzing historical data, bench-scale chemical dose and response testing, and review of city sampling and laboratory procedures in the amount of $25,000.

The results of the investigation indicated multiple sources are likely contributors to the exceedances and therefore a multi-focused approach to address the BOD exceedances is recommended.

Supplemental One work order is for continued assistance in identifying and mitigating the intermittent BOD exceedances and to provide recommendations for potential process improvements, for a new work order value of $140,0000.
