Title

Approve the Eleventh Amendment between the Chi Chi Rodriguez Youth Foundation, Inc. (Foundation) and the City of Clearwater (City) for the operation of the Chi Chi Rodriguez Golf Course and Driving Range and authorize the appropriate officials to execute same. (consent)

SUMMARY: 

Beginning in 1985, the City and Foundation entered into an Agreement to provide education and assistance to at-risk youth in the community through the operation of a golf course and driving range located on McMullen Booth Road. 

 

The original Agreement has been amended ten times for a variety of reasons and this Eleventh Amendment is currently being recommended to continue the positive relationship between the City and the Foundation in accomplishing their mission to mentor at-risk school children through after-school and summer programs as well as providing an affordable golfing experience for the citizens of Clearwater and the Community. 

 

In May 2012, the Council approved the Tenth Amendment which eliminated the Foundation paying the City 3% of their gross income. This was done in the past due to the Foundation’s continued financial investments in the course and family sports complex, as well as contributing over $300,000 annually to offset expenses for the Foundation’s cooperative school and other programs for at-risk school children.

 

The course needs some major renovations to eight of the greens, twelve new first tee boxes and renovation to nine other tee boxes; drainage improvements to four holes; additional new cart paths on holes #14 and #16 as well as repairs on hole #15; additional course improvements to nine holes to improve playability for junior and senior golfers while to increase pace of play.

 

The Foundation will pay for the cost of the renovations estimated to be $410,000 to $450,000.

 

Due to this additional investment in the course and to support the Foundation’s mission to educate and assist at-risk youth as well as provide improved facilities for public use, staff is recommending approval of the Eleventh Amendment which extends the lease by ten years from November 13, 2025 to November 12, 2035.
