Approve a Work Order to Advanced Engineering and Design, Inc. of Pinellas Park, FL, to provide bidding, design, and permitting services for the 2026 Seawall Repairs project (24-0077-EN) in the amount of $128,097.56 pursuant to Request For Qualifications (RFQ) 34-23, Engineer of Record (EOR) Consulting Services and authorize the appropriate officials to execute same. SUMMARY:
As a coastal community, the City of Clearwater owns and maintains numerous seawall segments throughout its jurisdiction. These assets vary significantly in age, construction type, condition, and structural integrity. To better understand system-wide vulnerabilities, the City recently completed a comprehensive inspection program documenting existing conditions and identifying areas in need of repair or replacement.
The results of these inspections provide the foundation for a long-term, prioritized approach to seawall maintenance and capital improvements. To efficiently implement these repairs, the City intends to establish an annual repair and replacement contract that will allow for ongoing construction activities based on need, funding availability, and prioritization.
Public Works reached out to three firms and AED was selected due to their technical expertise and availability necessary to evaluate the existing seawall, develop repair recommendations, and prepare signed-and-sealed documents as well as being cost effective.
Advanced Engineering & Design, Inc. (AED) has been selected to prepare the contract documents necessary to competitively procure a contractor for this annual program. Under this work order, AED will perform a comprehensive review of existing inspection reports and supporting data, conduct limited field verification as needed, and develop a prioritized list of repair locations.
AED will then prepare a complete annual contract package, including construction plan details, technical specifications, and itemized bid quantities. The contract documents are intended to be general in nature and applicable to multiple seawall locations, allowing the City flexibility to address minor repairs as conditions warrant. The construction details and specifications may be incorporated into our current contract Technical Specifications for potential use on future seawall repair projects.
In addition to design and contract preparation, AED will provide bidding-phase services, including participation in pre-bid meetings, responding to contractor questions, evaluating submitted bids, and preparing a recommendation of award for City consideration.
The work order also includes allowances for potential design and permitting services, which may be utilized at the City’s discretion if additional location-specific efforts are required. The total not-to-exceed fee for these services is $128,097.56, with a base scope of $93,725.05 for contract preparation and bidding support.
This effort represents a proactive and programmatic approach to managing the City’s seawall infrastructure, enabling timely minor repairs, improved resilience, and more efficient use of public funds through competitively bid, scalable construction services. Public Works has budgeted $500,000 annually for seawall repairs and anticipates presenting a construction contract for award to City Council in early 2027.
