SUBJECT/RECOMMENDATION:

Title

Approve a Work Order to Mead and Hunt, Inc of Tampa, FL for design and construction engineering services for the RO1 Sodium Hypochlorite New Structure project (26-0009-UT) in the amount of $483,749.00 pursuant to RFQ 34-23, Engineer of Record (EOR) Consulting Services and authorize the appropriation officials to execute same.

Body

SUMMARY: 

This project includes replacing the existing sodium hypochlorite system with a new facility; adding chemical containment with leak detection; installing new storage tanks and day tank to increase total storage capacity; providing new chemical dosing skids and transfer pumps; and installing new chemical piping and conduit with input from operations to enhance accessibility.  Protective coatings will also be applied as appropriate.

 

The new system will be designed as an in-kind replacement of existing dosing capacity. The scope of work includes design, permitting, bidding, and construction management services.

 

Mead and Hunt Inc. serves as an Engineer of Record for the City, as approved by Council on July 20, 2023.

 

It’s anticipated that the project will be completed within 510 days (not including construction time) from the date of council approval.

 

The City of Clearwater’s Public Utilities Department is responsible for owning, operating, and maintaining the RO 1 facility.

Funding for this work order is available in capital improvement project 96764, RO1 Plant Expansion, funded by revenues from the Water and Sewer Utility Enterprise Fund.

 

STRATEGIC PRIORITY:

In furtherance of the Council’s Strategic Plan to achieve High Performing Government by maintaining public infrastructure through systematic management efforts, approval of a Work Order to Mead & Hunt, Inc. is requested.
