Update on the North Greenwood Overlay.

SUMMARY: 

Staff will provide an overview of the Planned Redevelopment District overlay that is proposed for most of the North Greenwood CRA and next steps.

Based on the North Greenwood Community Redevelopment Area (CRA) plan and community input, the city of Clearwater is planning to adopt a Planned Redevelopment District (PRD) overlay for most of the North Greenwood CRA. An overlay is an extra layer of land use rules that sits on top of the Future Land Use Map and Zoning Atlas. The overlay allows property owners who choose to redevelop and who meet the design standards to opt in and build more units or square footage than is currently allowed.

The next steps are a zoning map amendment to add the overlay and Community Development Code amendments to add design standards. Clearwater planning staff will host three community meetings on the dates listed below to hear ideas about types of housing to include, how new buildings should look and where buildings and parking should be located. The meetings will be held at the North Greenwood Recreation Center:

                     Tuesday, September 29, 5:30 pm

                     Tuesday, October 27, 5:30 pm

                     Tuesday, December 8, 5:30 pm 

STRATEGIC PRIORITY:

This project establishes a new future land use category (overlay) which incentivizes reinvestment in the North Greenwood CRA for both residential and commercial properties, and thereby supports two of the city’s Strategic Plan priority areas:

Economic & Housing Opportunity: Foster a prosperous and enduring economy that promotes opportunity for all; and

Community Well-Being Objective 3.2: Preserve community livability through responsible development standards, proactive code compliance, and targeted revitalization.
