SUMMARY: 

The City of Clearwater Solid Waste Department operates a truck wash facility used to clean and maintain the City’s solid waste collection fleet. The existing manual truck wash facilities and associated equipment require replacement to maintain reliable washing operations, improve working conditions for employees, and provide infrastructure capable of supporting the City’s heavy-duty fleet.

 

Ardurra Group, Inc., the City’s Engineer of Record, prepared the construction bid documents and completed all permitting for the Solid Waste Truck Wash Replacement project (23-0021-SW).

 

The project was bid with the manual truck wash improvements as the Base Bid and construction of a two-bay automatic truck wash as an Additive Alternate. The Base Bid includes demolition and disposal of the existing manual wash concrete pad and equipment; construction of a new manual wash pad and aluminum catwalk; installation of a pre-engineered metal canopy; new manual wash equipment, booster pump, hot water heater and associated plumbing; new potable and reclaimed water infrastructure; a new 480-volt electrical service, switchgear and panels; site lighting; IT/CCTV infrastructure; asphalt pavement; pavement striping; and associated site improvements.

 

The Additive Alternate provides for construction of a new two-bay automatic truck wash, including a cloud-based wash-management system and pre-engineered metal canopy. Associated improvements include extensions of the potable and reclaimed water systems, new sanitary sewer piping and manholes, an electrical duct bank connecting the manual and automatic wash areas, a new sand/oil separator, IT/CCTV infrastructure, and removal and replacement of contaminated soil if encountered.

 

The automatic truck wash will operate using reclaimed water for the wash process, with treated water used for the final reverse-osmosis rinse.

 

The bid was advertised July 1 and opened August 12, 2026. Three bids for the Base Bid and Additive Alternate were received.

 

Bandes Construction Company, Inc. - $6,384,202.00

C&T Contracting Services, LLC - $6,002,356.25

Kokolakis Contracting - $6,493,681.86

 

C&T Contracting Services, LLC submitted the lowest bid for the stand-alone Base Bid and the combined Base Bid plus Additive Alternate. The Solid Waste Department elected to proceed with the complete project, including the Additive Alternate. The recommended contract award is $6,002,356.25, consisting of a Base Bid of $3,286,786.25 and an Additive Alternate of $2,715,570.00.

 

The EOR estimated the Base Bid at $3,853,432 and the Additive Alternate at $3,092,939, for a combined estimated construction cost of $6,946,371. The recommended award is 13.6% or $944,014.75, below the Engineer’s estimate.

 

The project will provide the Solid Waste Department with both manual and automatic truck washing capabilities. The manual wash provides flexibility for detailed and specialized cleaning, while the automatic wash provides an efficient means for routine washing of the City’s solid waste fleet.

 

Construction will be phased to maintain Solid Waste operations throughout the project. The new automatic truck wash and associated infrastructure will be constructed and placed into operation before the manual truck wash improvements proceed, allowing truck washing capability to be maintained during construction. The site is an active Solid Waste yard and will remain operational throughout construction.

 

The contract duration is 425 consecutive calendar days to Substantial Completion and 450 consecutive calendar days for Final Completion.

A first quarter budget amendment will transfer $200,000.00 from capital project C2302, Rebuild SW Admin Complex, to project C2411, Solid Waste Truck Wash Facility, to provide remaining funding needed for this project. These projects are funded by Solid Waste Utility Enterprise Fund revenues.

5.4: Enhances employee health and productivity by reducing the time employees spend manually washing trucks outdoors and their associated exposure to heat and weather conditions.
