Title
Accept Ordinance 26-748, an Interlocal Agreement/Gas Franchise with the City of Port Richey, in order for CGS Energy to continue to provide natural gas service to the citizens of Port Richey and adopt Resolution 26-14.

SUMMARY:
On August 11, 2026, the City of Port Richey Commission approved and adopted on second reading Ordinance 26-748 which provides for an Interlocal Agreement with the City of Clearwater, setting forth the terms of a franchise for CGS Energy to provide natural gas service in City of Port Richey. The previous franchise with City of Port Richey was approved on April 20, 1995, and expired on April 19, 2025.
Currently, CGS Energy is operating on a month-to-month basis under the provisions of that franchise agreement. The effective date for the new franchise shall be the 1st day of the month following approval of the Interlocal Agreement by the City of Clearwater. The Agreement provides the City of Clearwater a 30-year right to continue to construct, operate and maintain all facilities necessary to supply natural gas to the City of Port Richey. The Interlocal Agreement provides for a 5% franchise fee to be paid by the consumers of natural gas within the City of Port Richey.
