Approve recommended changes to the Downtown Development Board Bylaws and adopt Resolution #24-02

SUMMARY:
On February 15, 2024, the City of Clearwater amended Ordinance 9744-24 which changed the structure of the Clearwater Downtown Development Board. These changes will create strategic alignment and more efficient operations between the city, the CRA, and the DDB.
Changes to the Downtown Development Board Bylaws align with the amended ordinance. Some major changes are:
• Removal of officers. The current Mayor and Vice Mayor will serve as the Chair and Vice Chair of the DDB
• Daily operations will be overseen by the CRA Executive Director or their designee
• Article VIII related to referenda and election as been update as there will no longer be an annual election for members to the board
