Authorize a purchase order to Trihedral Engineering Limited dba Trihedral Inc. (Trihedral) of Orlando, FL, for Supervisory Control and Data Acquisition (SCADA) system software licenses and SupportPlus services, in the not-to-exceed amount of $11,310.00 for the initial year and $2,262.00 annually for monitoring and technical support services for an additional nine-year term, pursuant to RFP No. 07-25, and authorize the appropriate officials to execute same. SUMMARY:
The CGS Energy Department utilizes Supervisory Control and Data Acquisition (SCADA) systems to support operational monitoring, data collection, and administrative functions throughout the natural gas distribution system. The current SCADA software platform utilized by CGS Energy is outdated, with the existing software version having expired on February 2, 2019, and CGS Energy no longer receiving software support services. The proposed upgrade will modernize the system, improve operational reliability, enhance cybersecurity protection, and expand monitoring capabilities throughout the gas distribution system.
The proposed VTScada software solution by Trihedral will provide monitoring and data collection for volume and pressure correctors, low-pressure alarms, and gate stations located throughout the gas distribution system. The upgraded system will monitor:
• 21 volume and pressure correctors
• 13 low-pressure alarms
• 5 gate stations.
As part of the City’s SCADA Master Plan (20-0016-UT), Public Utilities evaluated modern SCADA software platforms capable of supporting the City’s infrastructure needs while improving reliability, cybersecurity, and overall system performance. Based on recommendations contained within the Master Plan, the city issued RFP No. 07-25 on March 7, 2025, for SCADA software services and implementation.
The City received responses from two qualified firms. A selection committee consisting of Public Utilities staff and an engineer from McKim & Creed evaluated the proposals based on responsiveness and the criteria established within the RFP. Following the evaluation process, the committee recommended award to Trihedral based on its VTScada software solution, including its built-in redundancy, integrated toolsets, enhanced cybersecurity features, user-friendly interface, and cost-effective licensing structure.
On November 6, 2025, City Council approved a purchase order to Trihedral for SCADA software licenses, including SupportPlus services, in the amount of $199,079.75 for the Public Utilities Department, along with annual technical support services in the amount of $30,467.25.
CGS Energy now desires to utilize the competitively procured contract and software platform established through RFP No. 07-25 to support modernization of its SCADA system. Utilizing the same software platform for CGS Energy provides operational consistency across departments, improves compatibility and integration capabilities, streamlines staff training and technical support, enhances cybersecurity management, and allows the City to leverage existing system knowledge and infrastructure.
The initial contract term is anticipated to begin on 07/01/2026. Annual technical support services for years two through ten are priced at $2,262.00 per year, for a total of $20,358.00 over the nine-year support period.
APPROPRIATION CODE AND AMOUNT:
Funding for the current year is available in capital project 96389, Future IMS Software & Hardware. Future funding will be requested as part of the annual budget process.
The CGS Energy Department is funded by revenue from the Gas Utility Enterprise Fund.
STRATEGIC PRIORITY:
Approval is requested for funding to purchase Trihedral’s VTScada software. This aligns with the Council’s Strategic Plan for High Performing Government, furthering our commitment to maintaining public infrastructure via evidence-based measurement, systematic management, and fostering innovation.
