Approve a Work Order to McKim and Creed of Tampa, FL, for engineering consulting services related to the development of SCADA and PLC Standards and Policies (26-0030-UT), in the amount of $266,796.00, pursuant to RFQ 34-23, Engineer of Record (EOR) Consulting Services, and authorize the appropriate officials to execute same.

SUMMARY:
The Public Utilities Department is preparing to replace its existing Citect SCADA system with VTScada and requires the development of standardized SCADA and PLC standards, policies, and programming practices to support implementation and future system maintenance.
This project will develop a comprehensive set of SCADA and PLC standards, including naming conventions, tagging standards, programming requirements, cybersecurity standards, documentation requirements, alarm management protocols, and system architecture guidelines. The standards will establish consistency across future projects, improve system usability and maintainability, reduce variations in design and integration, and support more efficient training, troubleshooting, and long-term operation of the City's control systems.
As part of the project, McKim & Creed will conduct workshops with city staff, operators, and SCADA technicians to develop, review, and implement the standards. The resulting standards and policies will serve as a framework for future SCADA and PLC projects and may be incorporated into future design and procurement documents.
The work order includes project management, stakeholder workshops, standards development, and final deliverables for a not-to-exceed amount of $266,796.00. Project completion is anticipated within 245 calendar days of notice to proceed.
The City of Clearwater Public Utilities Department is responsible for the operation and maintenance of the SCADA systems supporting the City's water, wastewater, and lift station facilities.

Funds are available in capital improvement project M2605 WRF Maintenance and Repair Program, M2604 Lift Station Maintenance Point Repair and M2603 Water, RCW and Well Repair and Improvements, funded by revenues from the Water and Sewer Utility Enterprise Fund.
STRATEGIC PRIORITY:
In furtherance of the Council’s Strategic Plan to achieve High Performing Government by maintaining public infrastructure through systematic management efforts, approval of a Work Order to McKim & Creed is requested.
