SUBJECT/RECOMMENDATION:

Authorize a purchase order to Rush Truck Centers of Florida, Inc. d/b/a Rush Truck Center, Tampa for the purchase of a 2027 Peterbilt 567 Tractor and associated items in the amount of $288,237.50, pursuant to Florida Sheriffs Association Contract FSA25-VEH23 and Clearwater Code of Ordinances Section 2.563(1)(c) - Piggyback and Section 2.563(1)(d), Non-competitive purchases; declare G4643 surplus and authorize disposal by auction or trade-in, pursuant to Clearwater Code of Ordinances Sections 2.623(6) and (7), whichever is deemed to be in the City’s best interest; authorize lease purchase under the City's Master Lease Purchase Agreement or internal financing via an interfund loan from the Capital Improvement Fund, whichever is deemed to be in the City's best interests; and authorize the appropriate officials to execute same. SUMMARY:
G4643 is a 2018 Peterbilt 567 Tractor used by the Solid Waste Department to haul refuse from the City’s Transfer Station to a landfill for disposal. Staff recommends replacing it because it has reached the end of its useful and economic life. The assessment of the tractor considered age, mileage, operating hours, maintenance history, cost relative to similar vehicles, operating cost, anticipated repairs, and physical condition among other factors. Replacing the tractor will help maintain reliable equipment for this service.
A new tractor and several associated items are proposed to be purchased through Florida Sheriffs Association Contract FSA25-VEH23 for $288,223.00 pursuant to Clearwater Code of Ordinances Section 2.563(1)(c). Two additional items not covered under the contract are also being purchased from the seller for a price of $14.50 which results in a total price of $288,237.50 for this purchase order. The additional items are authorized for purchasing pursuant to City of Clearwater Code of Ordinances Section 2.563(d) due to impracticality. Purchasing the new tractor provides additional savings of over $13,000.00 for the City. Once the new tractor is placed in service, G4643 will be disposed of by either auction or trade-in, whichever method is in the City’s best interest, pursuant to Clearwater Code of Ordinances Sections 2.623(6) and (7).

APPROPRIATION CODE AND AMOUNT:
This purchase will be coded to capital project 366-L1910, Garage Motorized Equipment Replacement, to be funded by internal financing. This project is funded by the Garage Services Fund, an internal service fund of the City responsible for city-wide fleet management.
STRATEGIC PRIORITY:
This purchase will support all the objectives of a High-Performance Government (1.2) and continue to provide Superior Public Service.
