Approve a work order to Ovivo USA, LLC for the purchase, removal, and installation of a replacement aeration impeller assembly at the Northeast Water Reclamation Facility (NE Aeration Impeller Job 26-0074-UT) in an amount not to exceed $322,171.00, pursuant to Clearwater Code of Ordinances, Section 2.563 (1)(a), Single Source, and authorize the appropriate officials to execute same. SUMMARY:
Per City of Clearwater Code of Ordinances Section 2.563(1)(a), as it relates to Single Source in the City of Clearwater's purchasing manual, this aeration impeller qualifies as a single source procurement due to maintenance or repair services which require specialized test equipment, procedures, and technical expertise available only from the original equipment manufacturer or only from one authorized dealer or distributor.
The requested procurement includes the replacement aeration impeller assembly, removal of the failed equipment, and installation of the new assembly. No additional charges will be incurred without prior City approval.
Ovivo USA, LLC is the original equipment manufacturer for the existing aeration equipment. TSC Jacobs is the authorized and exclusive representative for Ovivo municipal water and wastewater treatment equipment, parts, and services in Florida. The proposed assembly is engineered as a direct replacement for the existing system. Equipment from another manufacturer would require additional engineering evaluation and may require modifications to multiple systems, increasing cost and delaying installation. Use of original equipment manufacturer components installed by authorized personnel also supports continued manufacturer warranty coverage.
APPROPRIATION CODE AND AMOUNT:
3277327-563800-M1906 $322,171.00
A first quarter budget amendment will transfer $322,171.00 from project 3277327-M1910, WTP3 R&R to 3277327-M1906, Northeast Plant R&R, to provide additional project funding. This project is funded by revenues from the Water and Sewer Utility Enterprise Fund.

In furtherance of the Council’s Strategic Plan to achieve High Performing Government by maintaining public infrastructure through systematic management efforts and Environmental Stewardship, by maintaining reliable wastewater treatment operations that protect the local environment and support continued regulatory compliance, approval of a work order is requested.
