SUBJECT/RECOMMENDATION:

Authorize a construction contract to MTM Contractors, Inc. for the renovations and improvements of Edgewater Drive Park located at 1925 Edgewater Drive in the amount of $762,910.50, pursuant to Invitation to Bid 25-0019-PR, and authorize the appropriate officials to execute same.

SUMMARY:
On August 31, 2023, the Parks & Recreation Department submitted a Florida Recreation Development Assistance Program Grant application requesting $200,000 from the Florida Department of Environmental Protection (FDEP) for the purpose of securing funding for the renovations and improvements of Edgewater Drive Park. The city was awarded the grant on July 3, 2024, and received the Grant Agreement from FDEP on October 3, 2024. A finalized amended Agreement was approved by City Council on September 18, 2025.
The Scope of Work for the Edgewater Drive Park Renovation Project includes the demolition and removal of existing asphalt pavement within the current parking area, as well as the removal of the adjacent concrete sidewalk along west side of Edgewater Drive. The proposed improvements consist of the construction of an expanded parking facility to accommodate additional vehicular spaces. The existing 6-foot-wide concrete sidewalk along the west side of Edgewater Drive from Sunset Point Road south to Union Street will be reconstructed and widened to 10 feet to meet updated accessibility standards and better serve as a recreational trail that connects Clearwater and Dunedin. Site improvements also include the installation of a stormwater pond, site furnishings such as benches, waste receptacles, drinking fountain(s), bike repair station, educational signage, and landscaping.
Invitation to Bid (ITB) No. 25-0019-PR, was issued on June 17, 2026, and the City received the following six responses from prequalified contractors on July 29, 2026: Cathcart Construction Company - Florida, LLC, Central Florida Contractors Inc., C&T Contracting Services, LLC, Ferreira Construction Company, Inc., Harbor Contracting, LLC, and MTM Contractors, Inc.
Of the six contractors, MTM Contractors, Inc. was determined to be the lowest responsive and responsible bidder in accordance with the plans, specifications and requirements of ITB No. 25-0019-PR, Edgewater Drive Park Renovation. The project will be substantially completed on or before March 31, 2027. Additional operating costs will not be needed for this project.
The total project budget for Edgewater Drive Park improvements is $1,050,000, funded in part by a $200,000 FDEP grant and $850,000 from the General Fund. Due to scope adjustments, current project costs (including design, construction and amenities) are estimated at $950,000.

Funding for this construction contract is available in capital project C2404, Edgewater Drive Park Improvements funded by revenues from the General Fund and an FDEP grant.
