Approve Amendment No.1 (no monetary change) and Renewal No. 1 to the 2021 Pinellas County Technical Rescue Team Agreement (Agreement) with the City of Clearwater and authorize the appropriate officials to execute same. (consent)

SUMMARY:
Pinellas County entered into an interlocal agreement with the Cities of Clearwater, Largo, Pinellas Park, St. Petersburg, and the Pinellas County Board of County Commissioners to provide specialized rescue services to the residents of Pinellas County. The original Agreement became effective October 1, 2015, and has remained in effect through subsequent extensions and renewals, with the current term expiring on September 30, 2026.
Amendment No. 1 (no monetary change) revises the Agreement’s renewal provisions to allow one or more renewal periods of not less than one year and not more than five years, provided the aggregate duration of all renewal periods does not exceed five years. The amendment provides greater operational flexibility by allowing the parties to establish renewal terms of varying lengths without requiring future amendments to the Agreement.
Renewal No. 1 exercises the amended renewal provision by renewing the Agreement for an initial one-year term commencing October 1, 2026, and ending September 30, 2027. Following this renewal, up to four additional years of renewal capacity remain available, subject to the mutual written agreement of the parties.
All terms and conditions of the Agreement shall remain in full force and effect during the renewal term.
In order to provide specialized rescue services (technical rescues) including but not limited to confined space, high angle advanced rope, trench and excavation, water, wilderness, structural collapse, complex vehicles, and machinery extrication, it is essential to continue to develop the capability, expertise, and resources to respond to these incidents. This Agreement defines the obligations and responsibilities of the participating agencies for these services in exchange for funding from Pinellas County.
