SUMMARY: 

The City of Clearwater adds a blended corrosion control chemical to its drinking water prior to distribution. The purpose of the chemical is to reduce the corrosion of metal pipes in the distribution system and private plumbing systems. For over 30 years, the City has used corrosion control chemicals to meet the requirements of the EPA’s Lead and Copper Rule, ensuring the safety of its drinking water.

 

On January 29, 2026, Invitation to Bid (ITB) 22-26, Corrosion Control Chemicals, was issued.  Five submittals were received by the March 3, 2026, due date; however, only one response met the requirements of the specifications.  Public Utilities determined that Shannon Chemical Corporation provides the lowest overall cost of treatment in accordance with the requirements of the bid.

 

The initial contract period will be from May 22, 2026 through May 21, 2027, with the option for two one-year renewals. Renewal terms allow for cost increases based on Producer Price Index 061302 Inorganic Chemicals. Renewal prices shall be firm for the respective annual term.

 

APPROPRIATION CODE AND AMOUNT:

Budgeted funds for FY26 are available in Public Utilities cost centers, cost code 551700 Bulk Chemicals. Funding for future fiscal years will be requested within contract calendar and spending limits. Public Utilities is funded with revenues from the Water and Sewer Enterprise Utility Fund.
