Approve a purchase order to Temple, Inc. of Decatur, Alabama, for Rectangular Rapid-Flashing Beacon (RRFB) systems, enhanced pedestrian lighting, and associated equipment for pedestrian crosswalk enhancements, in the amount of $107,895.00, pursuant to Clearwater Code of Ordinances Section 2.563(1)(a), Single Source, and authorize the appropriate officials to execute same. SUMMARY:
This project will provide Rectangular Rapid-Flashing Beacon (RRFB) upgrades, enhanced pedestrian lighting, and related improvements at pedestrian crossings on Clearwater Beach and Sand Key.
The project is eligible for reimbursement under the Gulf Boulevard Beautification - Penny IV Interlocal Agreement. Of the $750,000.00 available through the agreement, the City has received $602,611.19, leaving up to $147,388.81 available for reimbursement of these improvements.
The project includes enhancements at nine pedestrian crossing locations along Gulfview Boulevard, Coronado Drive, and Gulf Boulevard, as shown on the attached map. These improvements will increase pedestrian visibility, improve crosswalk illumination, enhance driver awareness, and promote pedestrian safety.
The City is purchasing Carmanah equipment, which is available in Florida exclusively through Temple, Inc., the manufacturer's authorized sole reseller. Procuring this equipment ensures compatibility and interoperability with the City’s existing RRFB systems, lighting equipment, control components, and replacement parts inventory. Use of equipment from another manufacturer would require modifications to existing installations, increase maintenance, training, and spare parts inventory requirements, and could necessitate the replacement of otherwise serviceable equipment, resulting in additional costs to the City.
Although the Florida Department of Transportation’s updated Approved Products List remains pending, the vendor has agreed to honor the pricing previously available under the former Approved Products List and associated contract.
Installation will be performed in-house by city Traffic Operations staff, allowing available funding to be directed towards equipment and materials. Additional crosswalk improvements will be completed by a combination of City staff and other contractors to maximize reimbursement of the remaining $40,000.00 in available funding.

Funds are available in capital improvement project ENRD180007, Traffic Safety Infrastructure, to fund this purchase order. Existing project revenue from road millage will fund the purchase, however reimbursement from Pinellas County Penny for Pinellas funds will be requested.
