Approve a Work Order to Mead and Hunt, Inc of Tampa, FL for design and construction engineering services for the RO1 Residuals Handling Improvements Project (26-0027-UT) in the amount of $214,156.70, pursuant to RFQ 34-23 Engineer of Record (EOR) Consulting Services and authorize the appropriation officials to execute same.

SUMMARY:
The Backwash Decant tanks at the City of Clearwater’s RO1 facility are showing signs of corrosion, have reached the end of their useful life, and require replacement. In addition, the existing capacity of the tanks limits the operators’ ability to backwash their process efficiently. This project will evaluate increasing the capacity of the Backwash Decant Tanks and design replacement tanks constructed of corrosion-resistant materials. The design will be developed in coordination with plant operations to improve operator accessibility, maintain continuous plant operations during construction, and integrate with the existing automated control systems. The project will also include the removal of the existing Residuals Tank, which has been taken out of service due to severe corrosion.
On July 20, 2023, City Council approved a pool of firms under RFQ 34-23, Engineer of Record (EOR) Consulting Services, and Mead & Hunt, Inc. was selected as one of the City's approved EOR consultants. Mead & Hunt, Inc. was selected from the approved EOR pool to provide the professional engineering services required for this project. Mead & Hunt was selected due to their considerable experience with water production engineering, including at the RO1 facility. Mead & Hunt has active projects at RO1 including replacing the media filters, and chemical storage improvements, so they have a thorough and holistic understanding of the facility, its active construction projects, and its planned improvements.
The proposed work order provides professional engineering services for project management, data collection, design, permitting, bidding assistance, and construction engineering services. Services include preparation of construction plans and specifications, an opinion of probable construction cost, permitting with the Florida Department of Environmental Protection (FDEP), assistance during the bidding process, and construction administration and observation services through project completion.
The total work order amount is $214,156.70 and includes project management, design, permitting, bidding assistance, construction engineering services, reimbursable expenses, permitting allowances, and contingency. Upon completion of the design, the construction project will be competitively bid.

Funding is available in capital project 96764, RO Plant Expansion Res #1, in cost center Other Struct-Prof Fees. funded by revenues from the Water & Sewer Utility Enterprise Fund.
