Recommendation to City Council of the 2026 Affordable Housing Inventory List pursuant to requirements of Chapter 166.0451, Florida Statutes; adopt Resolution 26-15 and authorize the appropriate officials to execute same.

SUMMARY:
The 2006 Legislature amended Chapter 166, Florida Statutes, adding Section 166.0451 entitled "Disposition of municipal property for affordable housing." Section (1) of the statute, as amended, requires that by October 1, 2023, and every three years thereafter, each municipality shall prepare an inventory list of all real property within its jurisdiction to which the municipality or any dependent special district within its boundaries holds fee simple title which is appropriate for use as affordable housing. Therefore, the staff has updated the 2023 affordable hosing inventory list to include the property address and parcel ID number as assigned by the Pinellas County property appraiser.
The state statute includes that the governing body of each municipality must review the proposed affordable housing inventory list at a public hearing and may revise the list at the conclusion of the hearing. Following the public hearing, the local governing body must adopt a resolution that includes an inventory list of such property deemed appropriate for affordable housing development.
The previous list was approved by City Council in 2023 and included a total of eight 31) properties. Resolution 26-15, as drafted, proposes forty-nine (49) parcels, to which the city or the city’s Community Redevelopment Agency holds title, as appropriate for use as affordable housing.
