SUMMARY: 

Request for Proposal (RFP) 40-26 was issued on May 12, 2026, soliciting qualified firms to provide on-call construction cost estimating and advisory services in support of the City’s Capital Improvement Program and construction projects. Twenty-five proposals were received on June 16, 2026.

 

The requested services include construction cost estimating, independent cost validation, change order review, schedule analysis, market analysis, cost indexing, project controls support, and related advisory services. Services will be provided on an as-needed basis through individual task proposals.

 

The services under these agreements are advisory, analytical, and administrative in nature and do not include engineering or architectural design, or other professional services requiring procurement under the Consultant’s Competitive Negotiations Act (CCNA) Section 287.055, Florida Statutes.

 

A selection committee consisting of three Public Works staff members reviewed and ranked the proposals. The submittals were evaluated based on firm qualifications and experience, proposed personnel qualifications and experience, project understanding and approach, references, and cost of services. Pricing was included in the evaluation criteria and accounted for 15% of the total score.

 

The selection committee initially recommended 18 firms for award. During contract execution, Skanska USA Building, Inc. and SLSCO, LTD elected not to proceed under the City's standard agreement terms. As a result, the final recommended award consists of the following 16 firms:

The continuing services contracts provide the City with a four-year term roster of qualified firms that may be used to support project budgeting, cost validation, review of contractor pricing, change order evaluation and negotiations, schedule review, market condition analysis, and other cost-related advisory needs. No minimum amount of work is guaranteed to any firm. Work will be assigned only when authorized by the City through a task work order or other written authorization.

 

The contracts will assist City departments with cost and schedule review support for capital projects and construction-related assignments, while preserving the City’s ability to select the most appropriate firm for each task based on project requirements, expertise, availability, prior project familiarity, cost and the City’s best interest.

1.5 - Embrace innovation and continuous improvement: Creates a flexible on-call pool of specialized advisors to improve how the City estimates, validates, tracks, and manages construction costs, schedules, risks, and change orders.

2.1 - Strengthen public-private initiatives: Improves the City’s ability to evaluate contractor pricing, market conditions, procurement timing, and cost assumptions when working with private-sector consultants, contractors, and construction managers.

2.2 - Cultivate a business climate that welcomes investment and high-quality job growth: Supports reliable CIP delivery and budget certainty, which helps maintain the infrastructure and public investment environment needed for business growth and redevelopment.

3.1 - Support neighborhood identity and community pride: Supports neighborhood-serving CIP projects by helping the City deliver improvements with better budget control, schedule awareness, and cost transparency.

3.2 - Preserve community livability through responsible development and targeted revitalization: Helps manage capital projects tied to redevelopment, infrastructure renewal, public facilities, and neighborhood improvements through independent cost and change order review.

3.3 - Promote outreach, education, and public trust                     Strengthens public trust by producing documented, defensible cost and schedule analyses that support transparent decision-making on capital project budgets and contract changes.

4.1 - Climate resiliency strategies / sea level rise: Supports resiliency and coastal CIP projects by providing cost estimating, market analysis, schedule review, and change order support for stormwater, shoreline, flooding, and infrastructure adaptation work.

4.4 - Accessible and active transportation networks: Supports roadway, bridge, sidewalk, trail, and mobility projects by improving estimating, independent cost validation, schedule review, and construction sequencing advisory support.

5.3 - Collaborative engagement and inclusive decision-making: Supports cross-department project decisions by providing independent analysis and consistent documentation that can be used by Public Works, Procurement, project managers, leadership, and other stakeholders.
