Award a construction contract to Keystone Excavators, Inc.-- of Oldsmar, Florida, for the 2026 Underdrain Improvement Project (26-0016-EN), in the initial not-to-exceed amount of $1,709,581.50, with three one-year renewal options at the City’s discretion in the annual amount of $1,250,000.00 based upon unit pricing, pursuant to Invitation to Bid (ITB) 26-0016-EN, and authorize the appropriate officials to execute same. SUMMARY:
On March 4, 2026, Invitation to Bid (ITB) 26-0016-EN was issued and the City received five responsive and responsible bids on April 9, 2026. Keystone Excavators, Inc. submitted the lowest responsive and responsible bid meeting all solicitation requirements.
The project intent is to establish an annual contract for the replacement and installation of stormwater underdrain infrastructure at various locations throughout the City of Clearwater.
High groundwater table elevation often causes visible seepage, or subsurface impacts to roadway infrastructure negatively impacting the roadway’s integrity. The installation of an underdrain system provides a means for subsurface groundwater to freely drain into our stormwater management system, minimizing impacts to our mobility assets.
The Stormwater Engineering and Maintenance Departments will direct the contractor to high priority areas as established by review of inspection reports and maintenance records.
The contract will be effective July 20, 2026, for an initial one-year term in the amount of $1,709,581.50. The subsequent three one-year renewal terms will be in the annual amount of $1,250,000 based upon unit pricing.
APPROPRIATION CODE AND AMOUNT:
Funding for the first year of this construction contract is available in capital project M2609, Stormwater System Improvements. Future funding will be determined through the budget process. The capital project is funded with revenues from the Stormwater Utility Enterprise Fund.
