Award a construction contract to Concrete Protection and Restoration LLC, for Carpenter Complex Repairs in the amount of $962,933.00 pursuant to Invitation to Bid 26-0046-PR and authorize the appropriate officials to execute same. (consent)

SUMMARY:
The Carpenter Complex serves as the training and rehabilitation facility for the Philadelphia Phillies Florida operations. In addition to four fields, the complex includes a 20,700-square-foot indoor, climate-controlled training center (David P. Montgomery Baseball Performance Center) and a two-story, 11,000-square-foot clubhouse with an approximately 3,000-square-foot open porch. The original exterior sealants and coatings on these buildings have failed and require replacement. In addition, significant metal corrosion has occurred in several areas, and continued settlement of the buildings has caused cracks in the concrete slabs and stairs.
Pennoni Associates, Inc., the City’s Engineer of Record, conducted a structural inspection of the buildings and prepared the construction specifications and bid documents necessary to complete the repairs.
Invitation to Bid (ITB) 26-0046-PR, Carpenter Complex Repairs, was issued on May 20, 2026. Four firms submitted bids including Concrete Protection & Restoration, LLC, Innovative Masonry Restoration, LEMA Construction, Inc, and Ulloa Management Group. Upon review of the submittals, it was determined that Ulloa Management Group did not meet the requirements of the solicitation, therefore, was deemed non-responsive. Concrete Protection & Restoration LLC, was determined to be the lowest responsive and responsible bidder. The firm specializes in structural concrete repairs and has successfully completed similar projects for the City, including work at BayCare Ballpark.
This contract provides for the installation of new protective waterproof exterior coatings and paint, as well as repairs to structural metal decks, railings, interior slabs, and concrete stairs. The proposed repairs and renovations will not interfere with any future improvements or additions to the Carpenter Complex. This proposed work is part of the City’s current obligations under the existing use agreement. The work will be performed during the Phillies' off-season to minimize impacts to team operations.
Construction is anticipated to take approximately 46 consecutive calendar days and be completed prior to Spring Training 2027.
APPROPRIATION CODE AND AMOUNT:
Funding for this construction contract is available in capital improvement project, M2204 - Carpenter and BayCare R & R, funded by revenues from the General Fund.
