SUBJECT/RECOMMENDATION:

Title

Approve a Work Order to WSP USA, Inc. of Tampa, FL for assessment, design, and construction engineering services for the Water Treatment Plant 3 (WTP 3) Well Rehab Project (26-0029-UT) in the amount of $361,219.40 pursuant to RFQ #34-23, Engineer of Record (EOR) Consulting Services, and authorize the appropriate officials to execute same.

Body

SUMMARY:

This project will rehabilitate four out-of-service wells (Wells 56, 58, 63, and 77) for Water Treatment Plant 3 (WTP 3). The work involves the replacement of vertical turbine pumps with submersible pumps, reconstruction of concrete pads, installation of new electric panels, instruments, and controls, installation of new piping, and associated appurtenances. The completed design will be bid out for construction of the well improvements. The scope of work includes assessment, design, permitting, and construction engineering services.

WSP will serve as the Engineer of Record for the project. The work order is for assessment, design, permitting, and construction engineering services; it does not authorize the construction work. After design is complete, the well improvements will be bid separately for construction, with WSP providing construction-phase engineering support and oversight of the work under its EOR scope.

The decision to rehabilitate the wells is based on above-ground well evaluations that document inoperable conditions requiring the existing equipment to be demolished and replaced. The recommendation to rehabilitate the wells originates from evaluations documented in a water master plan. The master plan includes improvements to ensure water quality and financial goals are achieved. The objective of this project is to increase water production at WTP 3 and reduce demand for water from Pinellas County.

The EOR estimates construction costs at $350,000 per well, or $1.4 million for the four wells. These construction estimates are separate from the $361,219.40 professional-services work order requested in this item; final construction pricing will be established through a separate bid.

It is anticipated that the project will be completed within 450 days (not including construction time) from the date of council approval.

The City of Clearwater’s Public Utilities Department is responsible for owning, operating, and maintaining Water Treatment Plant 3.
