SUMMARY: 

On September 15, 2016, the Clearwater City Council approved on first reading amendments to the Clearwater Comprehensive Plan to support the implementation of the US 19 Corridor Redevelopment Plan and the establishment of the new US 19 future land use categories. As required by Florida Statutes, the proposed text amendments were submitted to the Florida Department of Economic Opportunity (DEO) and other required State agencies and Pinellas County for review and comment.

The Planning and Development Department received a response from DEO, as well as comments from the Florida Department of Transportation (FDOT). One proposed policy relating to amendments increasing residential density in the coastal high hazard area must be revised to include a reference to the applicable state statutes requiring adequate mitigation. Staff is proposing an amendment to Ordinance 8923-16 to address this comment, as well as others in the agencies’ technical assistance comments which are provided for Council’s review. The Florida Department of Environmental Protection and the Tampa Bay Regional Planning Council both identified no adverse issues on regional resources or facilities, and the Southwest Florida Water Management District had no comments for the proposed comprehensive plan amendments.

Staff has prepared a response to the state agencies’ comments, as well as a motion to amend Ordinance 8923-16 on second reading that incorporates the required revisions to the amendments.
