Approve a Work Order to Mead and Hunt, Inc of Tampa, FL for design and construction engineering services for the RO1 Acid Storage and Feed System project (26-0010-UT) in the amount of $482,028.00, pursuant to RFQ 34-23 Engineer of Record (EOR) Consulting Services, and authorize the appropriation officials to execute same. SUMMARY:
This project will design a new facility for the Sulfuric Acid storage and feed system, including chemical containment with leak detection, new storage tanks, a new chemical dosing skid, new chemical piping and conduit. The completed design will be bid for construction of the facilities. The scope of work includes design, permitting, bidding, and construction management services.
The decision to add sulfuric acid at the RO1 treatment plant into the concentrate transmission main is based on documented operational issues, supported by prior engineering evaluations and pilot testing demonstrating that pH adjustment improves membrane performance. The objective is to reduce significant scaling and fouling that occurs when RO1 concentrate is recycled into the RO2 membrane system. This condition has resulted in increased cartridge filter usage, currently averaging approximately 186 filters per week at an estimated cost of $1,356.00 per week, along with higher maintenance costs and reduced membrane life. Installation at RO2 was evaluated but determined to be cost prohibitive due to site constraints. This project provides a more feasible approach by applying sulfuric acid at RO1 to protect the concentrate transmission main and improve downstream treatment performance.
Mead and Hunt Inc. serves as an Engineer of Record for the City, as approved by Council on July 20, 2023.
It’s anticipated that the project will be completed within 420 days (not including construction time) from the date of council approval.
The City of Clearwater’s Public Utilities Department is responsible for owning, operating, and maintaining the RO 1 facility.
The project will not exceed $4 million in construction costs. The EOR estimates construction costs of $1.8 - $2.2 million.

Funding for this work order is available in capital improvement project 96764, RO1 Plant Expansion, funded by revenues from the Water & Sewer Utility Enterprise Fund.
