Award a construction contract to Concrete Protection and Restoration, LLC, for the Garden Avenue Garage Restoration project (25-0013-EN), in the amount of $186,318.00 pursuant to Invitation to Bid 25-0013-EN and authorize the appropriate officials to execute same. (consent)

SUMMARY:
A condition assessment of the Garden Avenue parking garage, which provides 250 parking spaces in downtown Clearwater, identified necessary preventative maintenance repairs totaling $186,318.00 to preserve the structure’s useful life and avoid more costly issues in the future. This project consists of:
a. Concrete floor repairs
b. Concrete ceiling repairs
c. Concrete beam and joist repairs
d. Concrete column repairs
e. Replacement of precast joint sealant
f. General waterproofing repairs
g. Cold galvanizing steel connections
h. Restripe roof level to match existing layout
On February 4, 2026, Invitation to Bid (ITB) 25-0013-EN was issued and the city receive eight responsive and responsible bids on March 11, 2026. Concrete Protection & Restoration LLC submitted the lowest responsive and responsible bid in accordance with the plans and specifications.
Construction will be completed in phases to allow as much parking as possible to remain available during the restoration work. The total project duration is 120 days.
The Parking Systems Division operates and maintains the Garden Avenue parking garage
APPROPRIATION CODE AND AMOUNT:
Funding for this construction contract is available in capital improvement project ENPK180003, Parking Facilities, funded by revenues from the Parking Enterprise Fund.
