Title
Amend Council Rule 6 to temporarily restore public comment regarding matters not on the agenda for an additional period of time and adopt Resolution 26-13.

SUMMARY:
On February 5, 2026, the City Council adopted Resolution 26-02 which temporarily restored a time for citizens to publicly address the City Council regarding topics not on the agenda. The changes to Rule 6 included the following:
• This portion of the meeting occurs near the end of the meeting.
• The time period for citizens to comment on non-agenda items is 30 minutes.
• No time-sharing among or between individual speakers or groups is allowed.
• These changes sunset without further City Council action.
On May 21, 2026, the City Council adopted Resolution 26-10 which extended the sunset provision until August 7, 2026. The City Council desires to extend the restoration of Citizens to be Heard on topics pertaining to city business but not on the agenda for an additional period of time. Resolution 26-13 extends the sunset provision until November 20, 2026. Following its expiration on November 20, 2026, the phrasing of Council Rule 6 will revert to the version that existed on February 4, 2026 without further council action.
