Authorize purchase orders to Ferguson US Holdings, Inc. dba Ferguson Enterprises LLC of Newbury, FL, Badger Meter, Inc. of Milwaukee, WI, and Consolidated Pipe and Supply Company, Inc. of Birmingham, AL, for the supply of potable and reclaimed water meters, in an annual not-to-exceed amount of $440,000.00 with the option for two, one-year extensions pursuant to Invitation to Bid No. 24-26, Potable and Reclaimed Water Meters, and authorize the appropriate officials to execute same. SUMMARY:
Invitation to Bid No. 24-26, Potable and Reclaimed Water Meters, was issued on January 15, 2026, and four responses were received on February 17, 2026. Following a comprehensive evaluation, Public Utilities determined that Badger Meter, Inc., Consolidated Pipe & Supply Company, Inc., and Ferguson Enterprises LLC are the lowest responsive and responsible bidders meeting the requirements of the solicitation for the following line items:
• Badger Meter, Inc. - Lines 2, 3, and 4
• Consolidated Pipe & Supply Company, Inc. - Lines 5, 6, and 7
• Ferguson Enterprises LLC - Line 1
Potable and reclaimed water meters are used throughout the City to measure water consumption for billing purposes. Public Utilities maintains a ten year replacement cycle for potable and reclaimed water meters. This contract will ensure the City has sufficient inventory to complete scheduled meter replacements and provide meters for new construction as needed.
The contract will be effective June 19, 2026, for an initial one-year term with two, one-year renewal options available. Renewal pricing adjustments may be requested based on Producer Price Index (PPI) No. 1184 - Fluid Meters and Counting Devices. Renewal pricing shall remain firm for each respective renewal term.
APPROPRIATION CODE AND AMOUNT:
Budgeted funds are available in Public Utilities operating cost centers 550400 Operating Supplies & Materials to cover the cost of the contract for FY26. Funding for future fiscal years will be requested within contract calendar and spending limits.
The Public Utilities Department is funded by revenues from the Water & Sewer Utility Enterprise Fund.
