Approve a work order with Carollo Engineers, Inc. of Tampa, FL for implementation of a PFAS removal pilot study at the RO1 Water Treatment Facility (26-0025-UT) in the not-to-exceed amount of $273,804.00 pursuant to RFQ 34-23, Engineer of Record (EOR), and authorize the appropriate officials to execute same.

SUMMARY:
Carollo is an engineer of record for the City of Clearwater pursuant to RFQ No. 34-23, Engineer of Record Consulting Services. Carollo has been selected to provide engineering and consulting services for the implementation of a Per- and Polyfluoroalkyl Substances (PFAS) reduction pilot study to improve effluent quality at Reverse Osmosis Plant No. 1 (RO1) by evaluating the effectiveness of PFAS removal techniques in conjunction with existing plant processes. This study is intended to better position RO1 to meet the anticipated National Primary Drinking Water Rule regulating six different PFAS compounds. Carollo was selected based on their extensive water quality experience and background in technical studies.
RO1 treats approximately 4.5 million gallons per day of potable groundwater from brackish wells that have tested positive for varying levels of PFAS constituents. The existing treatment process at RO1 currently produces finished water containing approximately 5.9 ppt of PFAS, which would not meet the anticipated regulatory limit of 4.0 ppt.
Services under this work order include project management, baseline characterization and PFAS process sampling, evaluation of treatment alternatives, and preparation of a PFAS evaluation report. The findings will be used to support both near-term and long-term treatment strategies to reduce PFAS concentrations in the RO1 effluent.
The City has submitted claims under the PFAS drinking water class action settlements seeking compensation for PFAS-related costs, which may offset the cost of this pilot study and other future costs associated with compliance with federal PFAS drinking water requirements.

Funds are available in capital improvement project M1908, RO#1 R&R, to fund this work order. This project is funded by revenues from the Water and Sewer Utility Enterprise Fund.
