Approve a purchase order (PO) increase to First Line Coastal, LLC of Sarasota, FL, for design, bid, and construction administration services for the Police and Fire Department Dock project (26-0001-PD) in the amount of $73,157.70, increasing the PO from $42,900.00 to $116,057.70, pursuant to Request for Qualifications (RFQ) 34-23 and authorize the appropriate officials to execute same.

SUMMARY: 

The City of Clearwater Police Station, a three lift-slip dock facility located at 700 Bayway Blvd, is home to the City’s Marine Patrol Unit. The facility is located along Clearwater Point with direct access to all marine interests on the Gulf-side of the city. The station maintains three docks with lift slips for various sized vessels to provide immediate response to a variety of scenarios. The City’s Fire Department also docks their fireboat at the facility. The dock space has undergone several renovations over the years and has been in its current configuration since about 2012.

 

In September 2024, the facility was damaged during Hurricane Helene and has operated at a reduced capacity since that time. Due to the hurricane damage, the facility requires reconstruction within the existing footprint and submerged land lease boundary. The City will use contractors to reconstruct the facility. The repaired facility will include three slips with cable lifts and two finger piers. Total surface area of the facility is 1070 square feet. The following electrical components are included in the project: three power pedestals, one electric box main breaker panel, three cable boat lifts with control boxes, and 22 safety lights. Additionally, the facility will include 20 linear feet of handrails, a safety ladder and No Mooring signs on the outer boundaries of the dock.  The City will utilize Hazard Mitigation funding for resilient component selection and to increase the elevation of critical components. The project requires work in and adjacent to tidal waters.

 

A FEMA reimbursement grant (DR-4828-FL) has been initiated by the City for repair and mitigation of the facility. First Line Coastal, LLC completed a dock inspection report and conceptual design for the repair/replacement, along with mitigative site improvements, under City Purchase Order No. 26000268. The City selected the conceptual design (Attachment C) and desires to proceed with the reconstruction phase. The attached Supplemental Work Order proposes final design, permitting, bid support, and construction oversight activities for the project.

 

On November 19, 2025, First Line Coastal, LLC was selected from the City’s approved Engineer of Record (EOR) roster and was evaluated alongside two other qualified firms. First Line Coastal, LLC was determined to be the most qualified firm based on their extensive experience in marine and coastal engineering, proven responsiveness, and understanding of FEMA requirements.

 

The City is pursuing FEMA reimbursement for project costs and eligible mitigation costs for resiliency improvements. The level of potential reimbursement has not been determined at this time.

 

Construction is anticipated to be advertised for bid by the end of November 2026, followed by a three-month bidding period and a three-month construction duration in spring/early summer of 2027. The conceptual design includes the engineers estimate of probable costs for the replacement of the dock (currently estimated at $450,000 for rebuild and mitigations), which will go out to bid. Total project costs including design, bidding, and construction improvements (including mitigation) and project contingency is estimated at $650,000.

Expenses incurred, less any FEMA reimbursements, will be funded by General Fund or Central Insurance Fund revenues, at staff discretion. This purchase will be coded to special program 181-D2402, Hurricane Helene.
