Authorize a purchase order to Ten-8 Fire and Equipment, Inc, of Bradenton, FL for one Osage Warrior Type 1 Rescue mounted on a 2027 Ford F450 Crew Cab chassis in the amount of $387,920.45, pursuant to Clearwater Code of Ordinances Sections 2.563(1)(c), Piggyback, and 2.563(1)(d), Non-competitive Purchase (Impractical), and authorize the appropriate officials to execute same. SUMMARY:
Clearwater Fire & Rescue (CFR) requests authorization to purchase an Osage Warrior Type I Rescue mounted on a 2027 Ford F450 4x2 Crew Cab chassis (extended cab, gas engine option) to replace Rescue Unit G5234, in the amount of $387,920.45.
The base vehicle cost is $319,748.00 with additional competitively procured options totaling $88,263.00. These items were procured through the Florida Sheriff’s Association (FSA) Contract FSA25-VEF19.0 - Fire & Rescue Vehicles, Boats & Equipment, valid through March 31, 2027, and authorization to piggyback this contract is requested. The City is also receiving a model-year discount of ($26,262.00), resulting in a subtotal of $381,749.00 under the FSA contract.
Additional department-specific options totaling $6,171.45 are being requested as a non-competitive (impractical) purchase due to compatibility with the apparatus design, manufacturer coordination requirements, warranty considerations, and potential delays associated with separate procurement, resulting in total purchase amount of $387,920.45.

The base model available under the FSA contract does not include features required to meet CFR’s operational needs and mission capabilities. The selected optional configurations are tailored for urban EMS response, including a heavier-duty chassis, reinforced drivetrain, and department-specific compartmentation. These specifications align with CFR’s current fleet, ensuring compatibility with existing equipment and efficiency in maintenance and training. All optional pricing has been verified under the FSA contract and is below Manufacturer’s Suggested Retail Price (MSRP) in accordance with Section 2.11 of the FSA contract.
The quoted pricing includes the estimated chassis cost for a 2027 Ford F450 Crew Cab chassis. Due to manufacturer production schedules and extended build timelines, the final chassis model year may change at the time of production, which could result in pricing adjustments from the chassis manufacturer. Any additional cost, if required, will be handled in accordance with the City’s purchasing approval authority.
Early ordering of this apparatus is necessary due to the estimated two-year build timeline. The estimated manufacturing and delivery timeframe is approximately 24 months after the manufacturer receives the City’s accepted proposal.
CFR provides emergency medical services (EMS) under contract with the Pinellas County EMS Authority. This purchase is budgeted in the Capital Improvement Plan (91236, Rescue Vehicle) and is funded through Pinellas County EMS tax reimbursement anticipated upon receipt of the rescue unit in fiscal year 2027/28. Annual operating and maintenance costs are included in CFR’s operating budget.
Upon delivery, Rescue Unit G5234 will transition to reserve status once the new unit is placed in service. There are no units identified for surplus at this time.
APPROPRIATION CODE AND AMOUNT:
Funding for this rescue purchase is budgeted in capital project 91236, Rescue Vehicle, in fiscal year 2027/28 to be funded by revenues reimbursed from Pinellas County EMS Taxes.
