Approve three Agreements for Disaster Recovery Consulting Services between the City of Clearwater and IEM International Inc.-Primary, Hagerty Consulting, Inc.-Secondary, and Tidal Basin Government Consulting, LLC-Tertiary.

SUMMARY:
Upon declaration and eligibility for Federal Emergency Management Administration (FEMA) Public Assistance, a Disaster Recovery Consulting Services firm will be selected in ranked order.
Per the Notice of Intent to Award dated July 15, 2026 for Request for Proposal No. 35-26 Disaster Recovery Consulting Services submissions, the recommended firms, in ranked order, are as follows: IEM International Inc-Primary, Hagerty Consulting, Inc.-Secondary, and Tidal Basin Government Consulting, LLC.-Tertiary.
In each of the attached agreements, Scope of Services is outlined in Exhibit A, Insurance Requirements are outlined in Exhibit B, and Standard Terms and Conditions are outlined in Exhibit D.
The Consulting companies are paid once their services are needed. If no event requires their services, the City will not incur any fees. The fee for services will be based on the actual hours of services furnished multiplied by Contractor’s billing hourly rates. (Attachment C) The hourly rates are fully burdened to include overhead, profit, and non-labor expenses.
This term of the agreement is effective on the date written on the agreement and will be in effect for three years with the option to renew for one additional two-year renewal period.
APPROPRIATION CODE AND AMOUNT:
Funds will be available in special program 99927, Emergency Operations to fund costs associated with this agreement.
