Approve an amendment to the Grant Funding Agreement with Veterans Alliance Clearwater, Corp, for Veterans Day Event, to eliminate the parade and reduce the funding by $15,000 and authorize the appropriate officials to execute same.

SUMMARY: 

On February 7, 2024, the Downtown Development Board approved a special event grant funding request for Veterans Day Event produced by Veterans Alliance Clearwater, Corp in an amount not to exceed $66,000 to partially fund the event plus an additional $15,000 to partially fund the Downtown Parade Marketing.

Staff received notification that the event producer would like to propose not having the parade portion of the event due to lack of resources to fulfill the operational needs.  Event producers have been working with special events staff to redefine this event which is called Clearwater Patriot Fest 2024.  This event will still be held on Saturday, November 9, 2024 in Coachman Park in partnership with Market Marie.

Patriot Fest has been approved for the city’s high impact event co-sponsorship in an amount not to exceed $32,040.  These are for in-kind services which include police, fire, traffic, parks and recreation, parking solid waste, and public communications. It is anticipated with the elimination of the parade, the city’s in-kind services needed will also be reduced.

Veterans Alliance Clearwater submitted a revised budget to reduce their operational costs by $15,000.  Staff recommends approval of the amendment to the original grant funding request to am amount not to exceed $66,000.
