SUBJECT/RECOMMENDATION:
Title
Authorize purchase orders to Consolidated Pipe and Supply, Ferguson Enterprise LLC, Palm Beach Plumbing Parts, and American Backflow Products Company for backflow devices and parts, in an annual not-to-exceed amount of $750,000.00 with the option for two, one-year extensions pursuant to Invitation to Bid 37-26, Backflow devices and parts, and authorize the appropriate officials to execute same.

SUMMARY:
Invitation to Bid # 37-26, Backflow devices and parts, was released on May 6, 2026, and we received 11 submissions on June 10, 2026. Following a comprehensive evaluation, Public Utilities has determined that Consolidated Pipe & Supply, Ferguson Waterworks Enterprise LLC, Palm Beach Plumbing Parts, and Test Gauge & Backflow Supply Inc. represented the lowest, most responsible bidders meeting the solicitation's requirements in the following categories.
However, Test Gauge & Backflow Supply Inc., the vendor originally recommended for award of Group 9, withdrew its bid due to a calculation error. The City therefore proceeded to the next lowest responsive and responsible bidder meeting the specifications for Group 9 being American Backflow Products Company.

These purchase orders will help ensure that the City maintains adequate inventory of new backflow assemblies and repair components necessary to support ongoing replacements, repairs and new installations throughout its jurisdiction. Maintaining sufficient stock is critical to ensure regulatory compliance, protection of the potable water system, and minimizing service disruption to our customers.
APPROPRIATION CODE AND AMOUNT:
Budgeted funds for FY26 are available in Public Utilities’ cost centers, cost code 550400, operating supplies & materials. Funded by revenues from the Water & Sewer Utility Enterprise Fund.
STRATEGIC PRIORITY:
Funding for future years will be requested within contract calendar and spending limits.
