Authorize a purchase order to Lake Brothers LLC of Seminole FL, for the maintenance of city-owned lakes, ponds, wetlands, and mitigation sites (Project No. 26-0015-EN), in the initial not-to-exceed amount of $218,684.00, with three, one-year renewal options at the city’s discretion in the annual not-to-exceed amount of $174,524.00, pursuant to RFP 19-26 and authorize the appropriate officials to execute same. SUMMARY:
In coordination with the Procurement Division, the Public Works Department, Sustainability and Environmental Division issued Request for Proposal (RFP) 19-26, Aquatic Site Maintenance Services, for the continued control of nuisance and exotic plant species in and around ponds, lake, mitigation, and wetland sites owned by the city. Six proposals were received and evaluated by the selection committee comprised of representatives from the Sustainability and Environmental Division, Construction Inspection Division, Stormwater Maintenance Division, and Parks & Recreation Department. The committee’s selection was based on vendor’s experience and key personnel, project approach and methodology, environmental stewardship and sustainability, and cost of services to determine the best overall qualified firm to provide the requested services.
The contract will be effective May 1, 2026, for an initial one-year term in the not-to-exceed amount of $218,684.00. The first year includes initial treatment of multiple sites and 15% contingency to address unforeseen conditions. The subsequent three one-year renewal terms will be in the annual amount of $174,524.00, which includes a 15% contingency.
Unforeseen conditions may include activities such as assisting with fish kill clean-up, new herbaceous plantings, and additional treatment sites identified after contract award.
APPROPRIATION CODE AND AMOUNT:
Funding for this purchase order is available in Public Works-Stormwater Division cost code 4191365-530300 Contractual Services. The operations of the Public Works-Stormwater Division and associated capital project are funded by revenues from the Stormwater Utility Enterprise Fund.

By removing controlling nuisance and exotic plant species, the city is allowing for water flow and storage reduces opportunities for flooding, maintaining essential foraging and nesting habitats for wildlife, and creating an opportunity for biodiversity.
