SUMMARY:

On February 5, 2026, the City Council adopted Resolution 26-02 which temporarily restored a time for citizens to publicly address the City Council regarding topics not on the agenda.  The changes to Rule 6 included the following:

o                     The time period for citizens to comment on non-agenda items is limited to 30 minutes total, or 10 individual speakers, whichever is greater.

o                     No time-sharing among or between individual speakers or groups is allowed.

o                     This portion occurs near the end of the meeting.

o                     These changes sunset without further City Council action.

On May 21, 2026, the City Council adopted Resolution 26-10 which extended the sunset provision until August 7, 2026.  On August 6, 2026, the City Council adopted Resolution 26-13 which extended the sunset provision until November 20, 2026.  The City Council desires to extend the restoration of Citizens to be Heard on topics pertaining to city business but not on the agenda for an additional period of time.  Resolution 26-20 extends the sunset provision until February 28, 2027.  Following its expiration on February 28, 2027, the phrasing of Council Rule 6 will revert to the version that existed on February 4, 2026, without further council action.
