Accept Florida Department of Transportation (FDOT) Grant Agreement Amendment No. 2 (Financial Project No. 453898-1-94-01) in the amount of $693,992 for the Parking Lot Expansion and Rehabilitation Project at Clearwater Executive Airport and authorize the appropriate officials to execute same. (consent)

SUMMARY: 

On February 15, 2024, City Council approved the original Public Transportation Grant Agreement in the amount of $800,000 for the Parking Lot Expansion and Rehabilitation Project at Clearwater Executive Airport.

On December 10, 2025, City Council approved Amendment No. 1, increasing the total project cost to $1,900,000, with FDOT participation of $1,520,000 (80%) and a required local match of $380,000 (20%).

Amendment No. 2 provides an additional $693,992 in FDOT funding, increasing the total project cost to $2,767,490, with FDOT participation of $2,213,992 (80%) and a required local match of $553,498 (20%).

This increase reflects additional FDOT participation for Fiscal Year 2026 and aligns total grant funding with current project costs associated with the Airport Terminal and Parking Lot improvements.

Consistent with the Operating Agreement, FlyUSA is responsible for reimbursing the City for applicable portions of the local match and covering project cost overruns not funded through FDOT participation.

APPROPRIATION CODE AND AMOUNT:

Funding is available in capital project G2307, Aviation Operations Center, funded by revenues from FDOT, FlyUSA reimbursements, and Penny for Pinellas.
