Approve three Federally Funded Subaward and Grant Agreements for public assistance support for Hurricane Debby, Hurricane Helene, and Hurricane Milton expenditures and grant authority to the City Manager or designee to enter into, approve, and execute same and any future modifications for Hurricanes Debby, Helene, and Milton expenditures. SUMMARY: 

Federal Emergency Management Agency’s (FEMA) Public Assistance program is a Federal grant to aid State and Local governments in returning a disaster area to pre-disaster conditions.

A Request for Public Assistance (RPA) was submitted and approved. FEMA and the State share the responsibility for making Public Assistance funds available to the Subgrantee/Subrecipient. It is now necessary for the City of Clearwater, as the Subgrantee/Subrecipient, to enter into these Agreements with the Florida Division of Emergency Management (the Grantee/Recipient) in order to participate in this grant program.

Under the funding process, recipients may receive modifications awarding additional funding as approved by the State of Florida, Division of Emergency Management. It will be beneficial for the City to allow the City Manager, or designee, to execute any future modifications in order to provide for efficient and timely processing of the modifications and acquire judicious funding.
