SUMMARY:
The City of Clearwater owns and operates three water reclamation facilities: the Northeast Water Reclamation Facility, Marshall Street Water Reclamation Facility, and East Water Reclamation Facility. These facilities provide essential wastewater treatment service to the City of Clearwater and the City of Safety Harbor.
The Facility Plan supports expansion of the Northeast Water Reclamation Facility to receive flows from the Marshall Street and East Water Reclamation Facilities and accommodate future service-area flows, identifying key drivers such as aging infrastructure, coastal flood hazard exposure, prior SSO risk during nearby storms, and future capacity and regulatory needs. The plan is intended to support financing for design and construction through the Florida Department of Environmental Protection (FDEP) State Revolving Fund loan program.
This item requires the opportunity for public comment before submission to FDEP. This presentation allows staff to meet the October 7, 2026 FDEP deadline for the Facility Plan public comment requirement.
