Elect Councilmember Teixeira to serve as Vice Mayor. (consent)

SUMMARY:
The city charter requires the City Council to elect one of its members as Vice Mayor at the first meeting in April.
Per City Council Rule 5, the office of Vice Mayor shall be rotated amongst the councilmembers annually, with Seat 5 (Councilmember Teixeira) serving in this capacity in 2025.
Council may follow the rotation schedule as designated or appoint another councilmember.
At the March 31, 2025 work session, there was council consensus to elect Councilmember Teixeira. Staff was directed to place the item on the Consent Agenda.
