Note - Section 2.197 of the Clearwater Code of Ordinances allows individuals to be appointed in ex officio capacity in order to obtain technical expertise unavailable locally. During his tenure on the Board, Mr. Spaulding has provided great insight on local navigational issues, shoaling problems, and, at the request of the Army Corps of Engineers, he joined the Corps in the dredging of the Clearwater Pass area.
