Approve an outdoor seasonal lighting display on the 400 and 500 blocks of Cleveland Street in an amount not to exceed $16,650 and authorize the appropriate officials to execute same.

SUMMARY: 

CRA staff issued an informal request for proposals for a professional lighting company to install and maintain a seasonal lighting display that will enhance the Cleveland Street pedestrian corridor in Downtown Clearwater.

The proposal was to enhance the 11 oak trees located within the central median of the 400 and 500 blocks of Cleveland Street from Osceola Avenue to Garden Avenue. Large commercial grade clear LED bulbs will be used to enhance the tree canopy.  The proposal was submitted to seven vendors and three vendors submitted a proposal. 

The current Downtown Development Board financial policy did not delegate authority to the CRA director for purchases. After review of the three proposals submitted by Elite Holiday Décor, Inc; Holiday Outdoor Décor, Inc; and Decorating Elves, staff recommends the quote submitted by Decorating Elves.  The quote submitted by Decorating Elves is for an amount of $15,133.29.  Staff would like to include a $1,516.71 contingency for any additional maintenance visits or repairs that may be needed through the installation, for a total contract of $16,650.

Lighting will be installed by November 27, 2024, with a removal date to be determined at a future date.
