Body

SUMMARY:

The Sports Facility Use Agreement between the City and Philadelphia Philles was entered into in December 2000.   As part of the agreement under Section 9.2, the City is responsible for the maintenance, repair, restoration, refurbishment and replacement of the stadium.  To manage and determine the maintenance projects needed each year a consulting engineer is hired to inspect the stadium and provide recommendations for various repairs and restorations needed each year at the stadium.

A 20-year capital improvement (reserve) study was completed in Fiscal Year 2014/15 by Wannemacher Jenson Architects Inc. (WJA) and Delta Engineering for BayCare Ballpark (formerly Spectrum/Bright House Field).

The initial Reserve Study by WJA has served the city well and given the necessary guidance to develop Capital Improvement projects; however, the study is now over ten years old and in need of updating.  A reserve study is also being requested for the Carpenter Complex since there has never been one completed for this facility.

Pennoni Associates, Inc. currently serves as one of the City’s Engineers of Record (EOR) under Request for Qualifications 34-23, approved by City Council on July 20, 2023.  The firm has provided engineering services to the City for the past ten years.  Staff recommends engaging Pennoni Associates, Inc. to perform a new Capital Improvement Reserve Study for BayCare Ballpark and Carpenter Complex.

This contract will encompass a holistic and comprehensive inspection and inventory of BayCare Ball Field and the adjacent Carpenter Training Facility.  The assessment includes an inventory of existing spaces, current conditions, recommended annual maintenance as well as short/long term operations recommendations for replacement of finishes, fixtures, and building systems (roofing, HVAC, lighting, flooring, etc.).  The report will include site plans, floor plans, ceiling plans, MEP plans, roof plans and detailed cost estimates for capital repairs for the next 11+ years.  The final report will identify and make formal recommendations on short-term and long-term replacement items and estimated cost for the next 11+ years.

APPROPRIATION CODE AND AMOUNT:

Funds are available in capital improvement project, 315-M2204, Carpenter and BayCare R & R, to fund this purchase order.  This project is funded by revenues from the General Fund.
