Body
SUMMARY:
On November 4, 2021, Council approved a contract with H&H Liquid Sludge Disposal (H&H) and Merrell Bros for the hauling and disposal of biosolids for the term November 5, 2021, through November 4, 2024, with two one-year renewal options under ITB 45-21. In late September 2024, Merrell Bros informed the City that they could not renew their contract due to capacity limitations. As a result, the department began developing new specifications for a bid to secure these services. H&H agreed to temporarily assist with the location awarded to Merrell Bros but also indicated they lacked the capacity to meet all the City's needs.
Public Utilities reached out to other vendors who had responded to the original 2021 solicitation to explore temporary service options. Pricing was obtained from Revinu and Synagro.
Given that biosolid disposal from water reclamation facilities is regulated by state and federal agencies, compliant disposal is critical. The City Manager authorized emergency procurement under Section 2.563(1)(k) to ensure service continuity until a new contract is established.
Both Revinu and Synagro are expected to provide services through January 31, 2025, or until the new bid is awarded and presented to the Council.
APPROPRIATION CODE AND AMOUNT:
Funds are available in Public Utilities operating cost code 4211354, 4211355, and 4211356, to fund this contract. The Public Utilities Department is funded by the Water & Sewer Utility Enterprise Fund.
STRATEGIC PRIORITY:
Biosolids disposal falls under objectives: 1.3 (Adopt responsive levels of service for public facilities and amenities, and identify resources) and 4.2 (Adopt renewable resource usage and waste reduction practices to ensure a vibrant City for current and future generations).
