Review of the 2023 Downtown Development Board Election Results

SUMMARY:
In November 2023, CRA staff received the complete listing of parcels within the Downtown Development Board boundaries from the Pinellas County Tax Collectors Office.
• 903 total parcels in the Downtown Development Board boundaries
o 134 are not eligible to vote in the election
§ These parcels are either owned by Pinellas County, City of Clearwater or did not pay tax)
• 323 parcels were mailed Voter Registrations forms
o 28 new/updated form where returned
• 485 ballots were mailed out
• 174 ballots were returned and counted
On Tuesday, January 23, 2024, the DDB Canvassing Committee consisting of DDB Member Chiara Zanboni, CRA Programs Manager Vickie Shire, and Senior CRA Manager Anne Lopez met at the Clearwater City Clerk’s Office to count ballots.
Three seats held by Ray Cassano, Terri Novitsky, and Jennifer Frazier are to be filled. There were four candidates running this year’s election, and the results are as follows:

Scott Brewster
There were no write in candidates.
There were 16 envelopes that were not counted:
• 12 envelopes did not have signatures that matched the voter designation form on file
• 1 envelope was not signed
• 3 envelopes were received after the count had already begun
